The Pincio of today was laid out in 1809-14 by Valadier. The orchards got laid out with wide viali; a garden axis of the Villa Medici extends to the obelisk placed at the center of radiating viali.
Actually Rome has lots of great view so it's too hard to use "best view" but it has a great view in Flaminio district, the bad thing is that the terrace is not big enough
