My favorite Pho place in all of Sacramento and honestly them egg rolls are addictive lol
Fan of 51 or 1, go easy on the fish sauce if you've never tried it. Tasty but can be overpowering. Also, If you are in a rush and like being rushed, this is the place.
Pho noodle is always clumped up.. So make sure you break it apart nicely before it's too late lol
