In transit go to Pasay or Macati. Many bars with good food. Taxi drive 15min one way, cost 120P. don't take on arrival hall, it costs 400-800P same way. go upstairs and catch a taxi at departure hall.
As with any Manila Airport (Terminal 1 to 3) you need to go to the second level (departures) to get the regular white taxis. It's very easy for Terminal - turn right for the escalator.
