First thing u need to do is to get to the tourist info centre - get your map, advice and travel tickets... Worth spending an extra 20 minutes before exploring Vienna
Artworks are wonderful, but 12 euro are definitely too much. Culture should be free.
Be aware that this is just an art museum... most of the rooms are not in their original state and don't look very interesting [save for some exceptions]. This goes for Upper & Lower Belvedere.

Here is the place for Outside Events. In the summer concerts, in the winter skating, and the christmasmarket. They're selling sweets, punsch, gluewein, etc. Just go there and Try it !
