If you're coming back the same day, makes perfect sense to get your return flight boarding pass in Manila.

Been here 5+ times
Shuttle buses are located outside the airport. Ride one to SM City Cebu and from there ride Angkas or Grab to your destination. You can save moneyyy trust me
